Abstract (2. Language): 
The aim of this paper is to display the place of local and regional government within the development trend of the European Union. In this study, the level that local and regional government reached is assessed through reviewing the development process of the European Union from the creation to the present day. In this framework, local and regional governments in the member states of the European Union are examined based on the relevant literature and the texts of the Treaties. The findings indicate that local and regional governments in the European Union are given growing importance and relevant arrangements are made in this direction.

Bu çalışmanın amacı, Avrupa Birliği'nin gelişim çizgisi içinde yerel ve bölgesel yönetimlerin yerini ortaya koymaktır. Çalışmada, Avrupa Birliği'nin kuruluşundan günümüze geçirdiği evrim genel hatlarıyla ele alınarak, yerel ve bölgesel yönetimler konusunda gelinen nokta tespit edilmeye ç.alışılmıştır. Bu çerçevede Avrupa Birliği'ne üye ülkelerdeki yerel ve bölgesel yönetimler, ilgili literatür ve antlaşma metinleri üzerinden incelenmiştir. Ortaya çıkan bulgular, Avrupa Birliği'nde yerel ve bölgesel yönetimlere giderek daha fazla önem verildiği ve bu doğrultuda yeni düzenlemelerin yapıldığı yönündedir.
