Abstract (2. Language):
The changes and reforms occuring in the different spheres, like economics, politics,
society, history, culture and etc. are coded under the notion of globalization. At the result,
when the changes and reforms based on globalization, create conditions for changes of
paradigm, the policies and strategies based on energy and environment may superflously rise
to the front plan.Direction of countries towards the energy policy with such idea, has
produced with itself a lot of versions. Together with Globalization, there has been appeared a
specific society model, formed in the base of consumptive arguments of capitalism. Such
formed society model presents to us the existence of “Global heating”, as an important
problem sphere towards the logical principles of consumption and exploitation, keeped in its
nature. In the period of fundamental reformations of energy resources on a world-wide,
some of them are gaining much more importance, simultaneously with others’ losing.
Therefore, in parallel with the importance of the subject, there are created a lot of different
versions about the possibility of energy wars in the nearest future. The main global powers at
the world political arena like USA, Russia and China, make their way for the new deposits
of oil and coal-beds, according to their improved energy policies. Turkey, having a closed
position in this maintenance, has become thus for powers noted above, both from the aspects
of orientation to the Middle East and fertile energy rosources. Connected with such
development of events in energy policy, there are improved different versions and strategies
in Turkey too. In this work, we touch the different versions improved by global powers and
dwell on Turkey’s possible strategies and policy spheres, in front of the realizable outcomes.

Ekonomi başta olmak üzere politika, toplum, tarih, kültür vb. alanlarda yaşanan
değişim ve dönüşümler küreselleşme kavramıyla kodlanmıştır. Gelinen noktada küreselleşme
referanslı değişim ve dönüşümler pek çok alanda paradigma değişikliğine yol açarken enerji
ve çevre temelli politika ve stratejiler fazlasıyla ön plana çıkar. Ülkelerin bu anlamda enerji
politikalarına yönelmeleri beraberinde pek çok senaryoyu getirmiştir. Küreselleşmeyle
birlikte kapitalizmin tüketim argümanı temelinde şekillenen bir toplum biçimi/modeli ortaya
çıkmıştır. Oluşan bu toplum şekli, doğasında barındırdığı tüketim ve sömürü mantığı
doğrultusunda önemli bir problem alanı olarak “Küresel Isınma’’ olgusunu karşımıza
çıkarmıştır. Dünyadaki enerji kaynaklarının temelden bir dönüşüm geçirdiği bu süreçte bazı
kaynaklar önemini yitirken bazılarıysa hayli önem kazanmıştır. Bu bağlamda konunun
önemine paralel olarak uluslar arası arenada yakın gelecekte enerji savaşlarının yaşanacağına
dair çeşitli/muhtemel senaryolar ortaya atılmaktadır. Dünya politik arenasının önemli küresel
güçleri olan ABD, Rusya ve Çin gibi ülkeler geliştirdikleri enerji politikaları çerçevesinde
yeni petrol yatakları ve kömür yataklarına yönelmişlerdir. Bu bağlamda kilit konumda olan
Türkiye ise söz konusu güçler için hem Ortadoğu’ya yönelme açısından hem de var olan zengin enerji yatakları/kaynakları açısından kilit konuma gelmiştir. Türkiye’de de bu
gelişmeler ışığında çeşitli senaryolar ve stratejiler geliştirilmiştir. Bu çalışmada, küresel
güçlerin geliştirdikleri enerji senaryolarına değinilmekte ve yaşananlar karşısında Türkiye’nin
muhtemel stratejileri ve politika alanları üzerinde durulmaktadır.
