Nowadays it is predicted that achievement is unavoidable for those institutions that can understand their target audience and lead their processes by target audience’s needs and requirements. Thus all the institutions’ functions are for their target audience. Besides human makes the final decision on the products and services presented by the institution. At this point one of the first step should be to determine the key elements for providing the human oriented management process and act toward these key elements. Archives as institutions that provide information should adopt the user oriented approach to their business processes and determine the key elements for providing the user oriented management process. In this context, this study emphasizes the “research environment” which is determined as one of the fundamental elements of the user oriented archival services and the key features of an user oriented research area are being presented.

Günümüzde hedef kitlesini anlayabilen, iş süreçlerine hedef kitlesinin ihtiyaç ve istekleri ile yön verebilen kurumların başarıyı yakalayabilecekleri öngörülmektedir. Çünkü hizmet verdiği sektör ne olursa olsun her kurum aslında yaptığı işleri hedef kitlesi için yapmaktadır. Bununla beraber kurumun sunduğu ürün ve hizmetler ile ilgili olarak son kararı da insan vermektedir. Bu noktada atılması gereken ilk adımlardan biri kurumlarda insan odaklılığı sağlayabilecek temel unsurların belirlenmesi ve bu temel unsurlar doğrultusunda hareket edilmesidir. Bilgi sunan kurumlar olarak arşivler de iş süreçlerinde kullanıcı odaklılığına önem vermelidirler ve arşivlerde de kullanıcı odaklılığı sağlayabilecek temel unsurlar belirlenmelidir. Bu bağlamda bu çalışmada kullanıcı odaklı arşivlerin temel unsurlarından biri olarak belirlenen “araştırma ortamı” üzerinde durulmaktadır ve kullanıcı odaklı bir araştırma ortamının sahip olması gereken temel özellikler ortaya konulmaktadır.
