Abstract (2. Language): 
In Hungary, Regional reforms, initiated under the influence of EU, played up economic aspect while intentionally disregarding the administrative aspect. The local groups’ and private enterprises’ insufficient support is an imminent obstacle for the flourish of deeply rooted regional structures. In 2004, on the basis of regional governments’ lack of capacity, the European Union’s preference to give priority to the central government on regional development, was an official confirmation of the dominant status of Budapest. So, it could be concluded that the 15 years long reforms, aiming to strengthen regional structures, ended up with recentralization in Hungary.

Macaristan’da AB etkisi ile yerel ve bölgesel yönetimlerin güçlendirilmesi yönündeki reformlar ekonomik eksende düşünülmüş ve idari boyutu oldukça zayıf kalmıştır. Yerel grupların yeterli destek vermemesi ve özel sektör sermayesinin sürece ortak olmadaki tereddüdüne ilaveten 2004 yılında Avrupa Birliği’nin bölgesel yapıların zayıflığını öne sürerek bölgesel kalkınmada merkezi yönetime öncelik veren yaklaşımı ile merkezi yönetim konumunu daha da güçlendirmiştir ki 1989 sonrası 15 yıllık sürede yapılan yerel ve bölgesel reformlar sonucunda ortaya çıkan durum merkezi yönetimin değişen şartlarda kendini yeniden üretmesi olarak değerlendirilebilir.
