Abstract (2. Language): 
Innovation system which is one of the components encouraging innovation expansion between firms, sectors and regions is used as an instrument for development by developed countries and regions (developed countries such as Japan, Sweden, Finland, Germany and U.S and regions like Research Triangle, Route 128 and Baden-Württemberg). National innovation system has a significant role in the process of a country development via providing research, finance, back up and bridge institutions, education and information system, infrastructure for communication and coordination between private and state institutions that have functions about innovation. As a sub branch of national innovation system; regional innovation system contributes to region competitiveness through strong research network and information communication network between universities and firms. As a consequence, innovation systems insures positive contribution to development processes through encouraging high income expected projects, establishing research infrastructures between institutions and sectors, prodding information spread and commercialization of information. In the study, a general perspective is formed about national and regional innovation; the functions of these systems in Turkey are also analyzed.

İnovasyonun firmalar, sektörler ve bölgeler arasındaki yayılımını teşvik eden unsurlardan olan inovasyon sistemi, günümüzde gelişmiş ülkeler ve bölgeler (bu ülkelere örnek olarak; Japonya, İsveç, Finlandiya, Almanya ve ABD, bölgelere ise; Araştırma Üçgeni, Route 128 ve Baden-Württemberg verilebilir) tarafından bir kalkınma aracı olarak kullanılmaktadır. Ulusal inovasyon sistemi; araştırma, finansman, destek ve köprü kuruluşları, eğitim ve bilgi sistemi, iletişim altyapısı, inovasyon faaliyetinde bulunan özel sektör ve kamu kuruluşlarının koordinasyonunu sağlayarak ülkenin gelişmesi sürecinde önemli bir rol üstlenir. Ulusal inovasyon sisteminin bir alt dalı olarak Bölgesel İnovasyon Sistemi ise, bölgesel düzeyde yüksek bir araştırma ağı ile firmalar ve üniversiteler arasında bir bilgi iletişim ağı tesis ederek bölgenin rekabet gücüne katkıda bulunur. Netice itibariyle inovasyon sistemleri; Ar-Ge ve inovasyon faaliyetlerini, bilginin yayılmasını ve ticarileştirilmesini ve teknolojik getirisi yüksek olacak projeleri teşvik ederek ve araştırma altyapılarının kurumlar ve sektörler arasında tahsis edilmesini sağlayarak ülkelerin gelişme sürecine olumlu katkılar sağlarlar. Bu çalışmada, inovasyonun coğrafyası olarak değerlendirilen ulusal ve bölgesel inovasyon sistemleri üzerine genel bir perspektif çizilmiş ve bu sistemlerin Türkiye’deki işleyişi ortaya konulmaya çalışılmıştır.
