The principles of interoperability has become more important due to the development of e-
Government studies and the increasing need of information sharing among public authorities. In this respect,
performance measurement and strategic management factors are become important in government and more
transparent, accountable and efficient public administration is predicted within corporate governance. The
procurement process, which has an important place in studies of electronic government, is very critical in private
and public alignment in respect of interoperability. Public Procurement Authority (PPA) held responsible to
develop electronic public procurement studies in Turkey and implemented various applications. The purpose of
this study is to examine the current system, measure the satisfaction level and propose a reference model
according to requirements.

E-devlet çalışmalarının yaygınlaşması ve kamu kurumları arasında bilgi paylaşımı ihtiyacının giderek
artması nedeni ile birlikte çalışabilirlik esasları önem kazanmıştır. Bu hususta kamu kurumlarında performans ve
stratejik yönetim faktörleri ön plana çıkmış, kurumsal yönetişim anlayışı çerçevesinde daha şeffaf, hesap
verebilir ve verimli bir devlet yapısı öngörülmüştür. Elektronik devlet çalışmalarının içerisinde önemli yere
sahip olan ihale süreci, birlikte çalışabilirlik anlamında, kamu özel sektör uyumu açısından önemlidir. Kamuda
elektronik ihale sisteminin geliştirilmesinde Kamu İhale Kurumu (KİK) sorumlu tutulmuş ve çeşitli uygulamalar
hayata geçirilmiştir. Bu çalışmanın amacı, mevcut sistemi inceleyerek, memnuniyet düzeyini belirlemek,
gereksinimlerden yola çıkarak referans model önerisinde bulunmaktır.
