Abstract (2. Language):
Economics, whether normative or positive, has not simply been the study of the
allocation of scarce resources, it has been the study of the rational allocation of scarce
resources. Usually, the most of decision made in economy is based on the to expectations,
and it is assumed that these expectations are rational. However, whether or not expectations
are rational is one of the most controversial subject in economics and yet waiting to be
found the answer. Moreover, all policy measures developed based on the rational
expectations assumption also are subject to a great deal of validation.

Normatif ya da pozitif olsun, ekonomi, sadece kıt kaynakların dağıtımı ile değil, kıt
kaynakların rasyonel bir şekilde dağıtımı konusu ile ilgilenmektedir. Genellikle ekonomide
alınan kararların büyük bir kısmı bekleyişlere göre şekillenmektedir ve bu bekleyişlerin de
rasyonel olduğu varsayılmaktadır. Rasyonel birey varsayımı dışında beklentilerin rasyonel
olup olmadığının belirlenmesi de günümüzde yanıtı aranan en önemli soru olarak karşımıza
çıkmaktadır. Bununla birlikte çalışmanın da ortaya koyduğu gibi bekleyişlerin rasyonel
olup olmadığı yanında; rasyonel beklentiler varsayımı üzerine geliştirilen tüm politika
önerilerinin de sağlıklı bir biçimde yeniden değerlendirilmesin de yarar vardır.
