Abstract (2. Language):
In fact, it is not a new activity to use information as a factor for economic power.
Through each stage of historical process, information has been used as a component of
economy. Along with industrial revolution, the economic dimension of the information has
started to appear more in the priority considerations, and nowadays it has become a raw
material of the economy.
Producing information systematically requires adopting a planned information
economy. In the 21st century, decision makers, companies, states and multi-national organizations apply techniques of information management and are in need of intelligence
about it more to survive in the global competitive environment and maximize their profits.
In this study, where it is emphasized that both the obtaining economic information
and the providence of security of it are possible through economic intelligence systems, it is
targeted to point out the production of information, its economic aspect and importance for
the countries’ development strategies. After analyzing economic intelligence and its
historical process, economic intelligence systems and their applications are mentioned.
Under the lights of findings obtained, it is tried to be revealed that the application
of economic intelligence in all stages of global economic activities can be achieved by only
organizations which is expert on the subject.

Bilginin ekonomik bir güç unsuru olarak kullanımı aslında yeni bir faaliyet
değildir. Tarihsel sürecin her aşamasında bilgi, ekonominin bir unsuru olarak
kullanılagelmektedir. Sanayi Devrimi ile birlikte bilginin ekonomik boyutu daha fazla ön
plana çıkmaya başlamış, günümüzde ise ekonominin ana hammaddesi haline gelmiştir.
Bilginin sistematik bir şekilde üretimi, planlı bir bilgi ekonomisine geçişi zorunlu
kılmaktadır. 21. yüzyılda karar vericiler; şirketler, devlet ve çokuluslu organizasyonlar
bilgi yönetimi tekniklerini uygulamakta, küresel rekabet ortamında ayakta kalabilmek,
kârlarını maksimize etmek için bu alanda istihbarata daha çok ihtiyaç duymaktadırlar.
Gerek ekonomik bilginin elde edilmesi, gerekse bu bilginin güvenliğinin
sağlanmasının ekonomik istihbarat sistemleriyle mümkün olduğunun vurgulandığı bu
çalışmada, öncelikle bilginin üretimi, ekonomik boyutu ve ülkelerin gelişme stratejileri
açısından önemi ortaya konulmaya çalışılmıştır. Ekonomik istihbarat kavramı ve tarihsel
olarak gelişimi incelendikten sonra ekonomik istihbarat sistemlerine ve uygulamalarına yer
verilmiştir.
Elde edilen veriler ışığında ülkeler tarafından küresel ekonomik faaliyetlerin her
aşamasında ekonomik istihbaratın uygulanmasının ancak konusunda uzman örgütler
tarafından sağlanabileceği ortaya konulmaya çalışılmıştır.
