Abstract (2. Language): 
In this study; a methodology for collective evaluation and selection of projects was used. Today, the project evaluation and selection are usually complex processes in large organizations, for they involve several stakeholders who are to evaluate competing alternatives with respect to a certain set of criteria and then make a choise as to which projects are to be implemented. The project evaluation and selection constitutes with three main modules. 1) The self-rating module, 2) The cross-rating module, 3) The model of project selection and consensus formation. The sample was applied for 28 manufacturing candidate projects which belong to East Anatolian Region in State Planning Organization (SPO). Each project was evaluated and selected optimal results, and then the selection was compared with SPO results.

Bu çalışmada; projelerin değerlendirilmesi ve seçimine yönelik metodolojik bir yaklaşımın uygulaması yapılmıştır. Günümüzde bu konu; büyük firmalar ve organizasyonlar için oldukça karmaşık işlemlerdir. Çünkü; birbiri ile rekabet halindeki alternatifleri belirli kısıtlar altında değerlendirerek kullanım amaçlarına da uygun olarak seçen, bir çok risk alan kişi ve risk yöneticisi vardır. Çalışmada kullanılan, proje değerlendirme ve seçme metodolojisi üç ana modülden oluşmaktadır: 1) Projelerin kendi kendine değerlendirilmesine göre kurulan modül, 2) Projelerin çapraz olarak değerlendirilmesine göre kurulan modül, 3) Projelerin seçimi ve üzerlerinde fikir birliği kurulmasını içeren modül. Örnek çalışma, Devlet Planlama Teşkilatı (DPT)’nda Doğu Anadolu Bölgesindeki 28 adet imalat sektörüne ait aday projeler için uygulanmıştır. Her proje için yukarıdaki üç aşama ayrı ayrı değerlendirilip seçim yapılmış ve DPT sonuçları ile karşılaştırılmıştır.
