In this article, it is put forward what the levels of net electoral volatility in whole general elections are specified in Turkey and in old democracies of Europe from the Second World War up to the present time and in new democracies of East Europe in their electoral history in the last twenty years, and it is aimed to find out the answers of the questions what is the meaning of these levels from point of the old and new democracies, whether the directions of the electoral volatility constitute a trend at any form, and what kind of pespective it puts forward for future. In addition,it is also to what extent electoral volatility in Turkey from the points of its levels and trends resembles the old and new democracies of Europe.

Bu makalede, Đkinci Dünya Savaşı sonrasından günümüze kadar olan dönemde Türkiye ile Avrupa’nın eski demokrasilerinde ve son yirmi yıllık demokratik seçim tarihinde Doğu Avrupa’nın yeni demokrasilerindeki bütün genel seçimlerde ortaya çıkan net oy değişkenliklerinin düzeyleri tespit edilmekte, bu düzeylerin eski ve yeni demokrasiler açısından ne anlama geldiği, oy değişkenliklerindeki eğilimlerin herhangi bir trend oluşturup oluşturmadığı ve gelecekle ilgili nasıl bir perspektif ortaya koyduğu sorularının yanıtı araştırılmaktadır. Ayrıca Türkiye’deki oy değişkenliklerinin, düzeyi ve trendi açısından ne ölçüde Avrupa’nın yeni ve eski demokrasilerine benzediği incelenmektedir.
