Since its foundation Ottoman Empire had officers who were responsible for order and security. At the
Tanzimat with a negotiation dated on 3 March 1845, they had founded a governance called "police”. Later on, first
Zabtiye Müşiriyeti (15 February 1846) than Zabtiye Ministry (4December 1879) were constituted and all the order
and security job were transferred into them. After the announcement of Second Constitutional, Zabtiye Ministry
removed and in place of it The General Directorate of Security (4 August 1909) was founded. One of thecommander
of The Action Army, Colonel Galip Bey (Pasiner) was assigned as first manager. A committe under the presidency of
him was sent to Europe. Police Departmant was reorganized in accordance with the rewievs and reports carried out
by the comitte. Young Turks, liquidated old police posts substantially and inaugurated the ones who were close to
themselves. Moreover, to increase their activity, at 4 June 1911 in İstanbul apart from The General Directorate of
Security had been constituted İstanbul Police General Directorate (İstanbul Polis Müdüriyet-i Umumiyyesi). This
new directory was charged of İstanbul’s order and like The General Directorate ofSecurity it also tie up to Ministry
of the Interior.

Osmanlı Devleti’nde kuruluşundan itibaren asayişve güvenlikten sorumlu çeşitli görevliler vardı. Tanzimat
Dönemi’nde ise 31 Mart 1845 tarihli bir müzekkere ile “polis” adıyla bir teşkilât kuruldu. Ardından da önce Zabtiye
Müşiriyeti (15 Şubat 1846) sonra Zabtiye Nezareti (4 Aralık 1879) teşkil edilerek asayişve güvenlik işleri bunlara
devredildi. II. Meşrutiyet’in ilânından sonra da başlangıçta yeni nazırlar atamak suretiyle Zabtiye Nezareti ıslah
edilmeye çalışıldı. Ancak bundan istenen netice alınamayınca nezaret kaldırıldı ve yerine Emniyet-i Umûmiyye
Müdüriyeti kuruldu (4 Ağustos 1909). İlk müdür olarak da Hareket Ordusu Kumandanlarından Miralay Galip Bey
(Pasiner) atandı. Onun başkanlığında Avrupa’ya bir heyet gönderildi. Heyetin yaptığı incelemeler ve hazırladığı
raporlar doğrultusunda da polis teşkilâtında yeni yapılanmaya gidildi. İttihatçılar eski polis kadrolarını büyük oranda
tasfiye edip kendilerine yakın kişileri göreve getirdiler. Diğer taraftan 4 Haziran 1911 tarihinde İstanbul’daki
etkinliklerini artırmak amacıyla Emniyet-i UmûmiyyeMüdüriyeti’nden farklı olarak bir de İstanbul Polis Müdüriyet-i
Umûmiyyesi teşkil ettiler. İstanbul’un asayişi bu yeni müdüriyete verildi ve o da Emniyet-i Umûmiyye Müdüriyeti
gibi Dahiliye Nezareti’ne bağlandı
