This work studies the importance of health in economic growth. One of the critical factors that determines the efficiency of labor participation in the production activity is healthiness of the labor stock. Not only individual health of labor but also the health of her environment is critical in labor efficiency. In that respect, the role of health in economic growth had to be studied in detail. However, this issue has not been studied at a satisfactory level in the literature. In this theoretical study, we first show that healthiness scale up transitional and long-run growth. Secondly, we show that market solution fails to be the first best solution, due to the externality characteristic of health. Hence, we conclude that public sector has to play a more involving role in improving healthiness of labor stock.

Bu çalışma sağlığın ekonomik büyüme üzerindeki etkilerini incelemektedir. Emeğin üretime katılma etkinliğini belirleyen önemli etmenlerden biri sağlık(sızlık)tır. Üstelik emeğin verimliliği kendi sağlıklılığı kadar toplumsal sağlıklılık ile de yakından ilintilidir. Yani sağlığın dışsallık (externality) etkisi de vardır. O halde sağlığın (ya da sağlıksızlığın) ekonomik büyüme üzerinde önemli etkileri olmalıdır. Oysa bu etki ekonomi yazınında yeterince gösterilmemiştir. Bu kuramsal çalışmada sağlığın ekonomik büyüme üzerindeki etkisini sağlığın ölçülebilir bir tanımını geliştirerek göstereceğiz. Yine bu çalışmada piyasa mekanizmasının sağlığın dışsallık etkisini gözönüne almadığı için Pareto etkinliği sağlayamadığı ve kamunun sağlık konusunda daha etkin rol oynamasının daha başarılı bir ekonomik performans için gerekli olduğu savı simülasyonlar yardımı ile desteklenecektir.
