Abstract (2. Language):
In this study, educational understanding and studying of Second Constitutional period of the Turkish education
system has been examined. The educational paradigms in the framework of effective educational ideology
shaping Second Constitutional period have been investigated. This period is important because it prepared an
infrastructure for the republic period which came after it. The study is a qualitative study and is based on
document review. According to the findings of the study, Second Constitutional period was a period when the
infrastructure of the human education discipline for the republic era was created, it was effective and based on
national and international opinion and political and social movements. It is understood that nationalist
paradigms which had an influence on the global level became a power, which shaped the understanding of
education. It was rooted and developed from the last Ottoman empire to the republic era at a glacial pace. The
nationalist structure of the period made the social citizenship concept a dominant discourse, combined with
formal training arrangements and paramilitary training institutions and created a structure which operated
effectively for the formation of this type of citizen.

Bu çalışmada, Cumhuriyet dönemi Türk eğitim sisteminin alt yapısının hazırlandığı II. Meşrutiyet dönemi eğitim
anlayışı ve eğitim çalışmaları mercek altına alınmış ve II. Meşrutiyet döneminde etkin olan eğitim ideolojisi
çerçevesinde şekillendirilen eğitim paradigmaları incelenmiştir. Bu dönem, kendinden sonra gelecek olan
Cumhuriyet dönemine de alt yapı hazırlayan bir dönem olması itibariyle önemli görülmektedir. Çalışma nitel bir
çalışma olup, doküman incelemesine dayanmaktadır. Çalışmanın bulgularına göre II. Meşrutiyet dönemi,
Cumhuriyet dönemi insan yetiştirme disiplinine uygun alt yapının hazırlandığı, ulusal ve uluslararası fikir
gelişmelerinden, siyasi ve sosyal hareketlerden etkilendiği ve beslendiği bir dönemdir. Özellikle global düzeyde
döneme damgasını vuran ulusalcı/milliyetçi paradigmaların Son Osmanlı döneminden itibaren adım adım yeni
Cumhuriyet’e doğru gelişip kökleştiği, eğitim anlayışlarına da şekil veren bir güç durumuna geldiği
görülmektedir. Dönemin ulusalcı yapısı, sosyal vatandaş anlayışını başat değer haline getirmiş ve bu vatandaş
tipinin oluşumu için örgün eğitim düzenlemelerinin yanında paramiliter eğitim kurumları da etkin olarak faaliyet
göstermişlerdir.
