Since the beginning of 1980s while the interaction and importance of finance sector with other sectors increased, it also became the pushing power of economic growth. Especially, the developments in banking sector increased the importance of capital savings and total factor productivity and required more effective usage of sources and diverting productivity to higher stages. As in most of the sectors in economy, inflation level has important effects on process and efficiency of banking sector. The purpose of this study was to see the periodical differences in efficiency of the banks, to define sources, the change and the factors that affect the inefficiency. For that reason, the efficiency of the sector between 1990 and 2008 was carried out using data envelopment analysis (DEA) on two different periods- 1990 and 2000 high inflation period and 2001-2008 low inflation periods.

1980’li yılların başından itibaren finans sektörünün ağırlığı ve diğer sektörlerle olan etkileşimi artarken, ekonomik büyümenin de itici gücü haline gelmiştir. Özellikle bankacılık sektöründeki gelişmeler, sermaye birikiminin ve toplam faktör verimliliğinin önemini artırmış, kaynakların daha etkin kullanılmasını ve verimliliğin yüksek düzeylere ulaşmasını gerekli hale getirmiştir. Enflasyon düzeyi, ekonomideki sektörlerin pek çoğunda olduğu gibi bankacılık sektörünün işleyişi ve etkinliği üzerinde de oldukça önemli etkilere sahiptir. Bankaların etkinliğindeki dönemsel farklılıkları görebilmek, etkinlikteki değişimi ve etki eden faktörleri ve etkinsizliğin kaynaklarını belirleyebilmek bu çalışmanın amaçlarını oluşturmaktadır. Bu doğrultuda sektörün 1990-2008 dönemindeki etkinliği, 1990-2000 yüksek enflasyon dönemi ve 2001-2008 düşük enflasyon dönemi olmak üzere iki farklı dönemde veri zarflama analizi kullanılarak incelenmiştir.
