Abstract (2. Language): 
In OECD countries health expenditures have not only increased but also gradually differenced in the last three decades. This development has motivated the analysis of factors that determine health expenditures in order to explain differences across OECD countries. Therefore this study examines the differences in health expenditures with respect to per capita health expenditures as well as other economic and non-economic factors. The analysis is based on panel data analysis method for the period of 1984-2005. The empirical results indicate that per capita GDP – together with other explanatory variables- strongly explain variation of the per capita health expenditures. The empirical results also indicate that health care in the OCED context is technically, a necessity rather than a luxury good.

Sağlık harcamaları bütün OECD ülkelerinde son otuz yıl içinde yalnızca artmakla kalmayıp aynı zamanda giderek farklıla maktadır. Bu geli meler OECD ülkeleri arasındaki farklılı ı açıklayabilmek için sa lık harcamalarını belirleyen faktörlerin analiz edilmesine neden olmaktadır. Bu nedenle bu çalı ma sa lık harcamalarındaki farklılıkları ki i ba ına sa lık harcamaları ile iktisadi ve iktisadi olmayan di er faktörlerle ili kilendirerek açıklamaktadır. Panel veri analizi yöntemine dayanan çalı ma 1984-2005 yıllarını kapsamaktadır. Ampirik sonuçlar ki i ba ına GSY H ile di er de i kenler ki i ba ına sa lık harcamalarındaki de i iklikleri güçlü bir ekilde açıklamaktadır. Aynı zamanda ampirik sonuçlar OECD ülkelerinde sa lık hizmetlerinin teknik olarak lüks de il ihtiyaç oldu unu göstermektedir.
