Abstract (2. Language):
Free trade policy changes the production, export and employment structures of
countries. According to the Heckscher-Ohlin Theory, the process of free trade
will increase the demand for factors of production found in great amounts in countries. Within this frame, it is expected to increase the employment of unskilled
labour which is plenty in underdeveloped and developing countries. But despite the expectations, even in the developing countries, contrary to the H-O theorem, demand for skilled labour increases more than the demand for unskilled labour. This situation keeps the unskilled labour employment limited in unskilled labour intensive underdeveloped/developing countries. Skilled labour is employed
in capital- intensive and research-intensive sectors subject to trade whereas unskilled labour is heavily used in labour-intensive sectors.
The aim of our study is to search the influence of the free trade policy on the
employment structure as part of the Heckscher-Ohlin Theory in Turkey.

Uluslararasi ticarete entegrasyon süreci ülkelerin üretim, ihracat ve istihdam yapilarini değiştirmektedir. Heckscher-Ohlin Teorisine göre, dişa açilma süreci, ülkelerin bol bulunan üretim faktörlerinin talebini artiracaktir. Bu çerçevede azgelişmiş ve gelişmekte olan ülkelerde bol bulunan vasifsiz emeğin istihdaminin artmasi beklenmektedir. Ancak, beklenenin aksine gelişmekte olan ülkelerde dahi,
H-O teoremine aykiri biçimde, vasifli emek talebi yaninda vasifsiz emek talebi de
artmaktadir. Bu durum, vasifsiz emek yoğun olan azgelişmiş/gelişmekte olan ülkelerde vasifsiz emek istihdamini sinirli tutmaktadir. Vasifli emek, ticarete konu
olan sermaye ve araştirma-yoğun sektörlerde istihdam edilirken; vasifsiz emek,
emek-yoğun sektörlerde yoğunlaşmaktadir.
Çalişmamizin amaci, Heckscher-Ohlin Teoremi çerçevesinde Türkiye’de serbest
ticaret politikasinin istihdam yapisi üzerindeki etkisini araştirmaktir.
