Abstract (2. Language): 
Small and medium sized enterprises are the backbone of the European economy. They are a key source of jobs and a breeding ground for business ideas. Europe’s efforts to usher in the new economy will succeed only if SMEs are brought to the top of the EU agenda. In this regard, many supporting programs that aim to strengthen the SMEs in different scopes have been applying for SMEs in the EU. Those programmes contain financial funds, innovation works, education activities, helping the firms at initially stages, raising the usage of internet, internalizing the electronic commerce in the firm structure, increasing the competitiveness, being more active in the international markets and looking for appropriate partners in the economic life.

Küçük ve orta boy isletmeler Avrupa ekonomisinin bel kemigi olarak nitelendirilmekte ve is hayatında anahtar bir kaynak ve girisimcilik fikirlerinin üreme yuvası olarak görülmektedir. Dolayısıyla, yeni ekonomik düzende AB’nin yol gösterici ve lider bir güç olabilmesinin, ancak KOBİ’lerin AB ajandasının en ön sıralarında yer almasıyla gerçeklesebilecegi belirtilmektedir. Bu durum AB’de KOBİ’lere önemli oranlarda maddi fonlar saglanmasına, yenilikçilik çalısmalarından egitime, kurulus asamasında isletmelere yardımlardan internet kullanımı ve elektronik ticaretin firma bünyesinde içsellestirilmesine, rekabet gücünün artırılmasına yönelik tavsiye desteklerinden uluslararası arenada faaliyette bulunabilmeye ve ortaklar aranmasına kadar birçok alanda destekleme programlarının hayata geçirilmesine imkan saglamakta ve bu yolla KOBİ’lerin her açıdan güçlendirilmesi hedeflenmektedir.
