Abstract (2. Language): 
This paper reviews Finland's case on knowledge economy, information society, innovation, science and technology policies for global competition, and coordination of public and private organizations in terms of providing clues for Turkey's development administration. It has been concluded that a focused, planned and coordinated science, technology and innovation policy is important in development administration.

Bu çalışmada, Türkiye'nin kalkınma çabaları açısından ipuçları sağlaması bakımından Finlandiya örneğinde, bilgi ekonomisi, bilgi toplumu, yenilikçilik, kamu yönetimi bilgi teknolojisi stratejisi, küresel rekabete karşı bilim ve teknoloji ile kurumsal işbirliği konuları incelenmektedir. Planlı ve eşgüdümlü bilim, teknoloji ve yenilikçilik politikalarının kalkınmada öneminin vurgulandığı anlaşılmaktadır.
