This research is based on the theory of linear lower bound limit analysis and finite element method and its main topic is calculation of safety factor of heterogeneous slopes in case of earthquake. The results of proposed method along with upper bond response limit the safety factors in a range of 10 percent or lower. This could help to provide a relatively accurate and reliable response, and also assess the answer that could be obtained from other methods. When the load of foundation is low, critical condition related to the slope instability, and sliding mechanism has two-dimensional nature. When the load of foundation is high, instability related to inadequate bearing capacity of the foundation adjacent the slope. In this case, there is a three-dimensional problem and the actual safety factor is obtained by performing a three-dimensional analysis.
