Abstract (2. Language):
The Theory of Constraints (TOC) is a problem solvingapproach implemented in manufacturing and
service processes to determine bottlenecks and improve productivity. In this study, TOC is utilized to
improve the delivery process in petroleum and petroleum products transportation. The delivery process of
petroleum and petroleum products is analyzed and improvements are suggested to shorten the period of
importation procedure.
The process of proving the fitness of imported petroleum products to the national specifications is called
as the “Nationalization Process.” The Company cannot introduce the products to the market before all
these analyses are completed. This delay incurs notonly opportunity costs but also waiting costs suchas
rent, insurance, and risk. This study is focused onthe “nationalization process” and suggestions are
presented to shorten the period. Finally, it is found that if the suggestions are realized, the nationalization
process can be shortened

Kısıtlar Kuramı üretim ve hizmet sistemlerine dar boğazları tespit etmek ve verimliliği arttırmak amacıyla
uygulanan bir problem çözme yaklaşımıdır. Bu çalışmada petrol ve petrol ürünlerinin dağıtım sürecini
geliştirmek amacıyla Kısıtlar Kuramı’ndan yararlanılmıştır. Petrol ve petrol ürünleri dağıtım süreci
incelenmişve ithalat sürecini de kapsayan bu süreci kısaltmaya yönelik öneriler mantık ağaçları
kullanılarak geliştirilmiştir.
Firmanın ithal ettiği petrolün ulusal standartlara uygunluğunu ispat etmek için izlediği sürece
“ulusallaştırma” süreci adı verilmektedir. İthal petrol; analiz ve testlerin tamamlanmasından önce pazara
sürülememekte ve işlenememektedir. Bu beklemeden kaynaklanan gecikme hem fırsat maliyetine hem de
kira, sigorta ve risk gibi kalemlerde maliyetlere neden olmaktadır.
Bu çalışma söz konusu ulusallaştırma sürecini incelemekte ve bu periyodu kısaltmayayönelik öneriler
sunmaktadır. Bu iyileştirmeler sonucunda süreçte çok önemli bir kısalmanınolabileceği görülmüştür
