Objective: The study was designed to determine the civil defense profiles in both private and state hospitals in Istanbul and to give contribution to first and emergency aid organizations in prospective extraordinary circumstances. Materials and methods: Totally 55 hospitals, 18 state and 37 private, were recruited, by performing a 30% simple random sampling according to the status of each hospital. Results: In each of 41 of 55 hospitals included in the study (74.5%), a civil defense senior officer was appointed for civil defense services. With the evaluation of civil defense services established in accordance with the specific status of hospitals, it was found that control centers and headquarters were established in 11 of 18 state hospitals (61.1%), security and guiding centers in 12 (66.7%), fire, social aid and technical repair departments in 13 (72.2%) and rescue and first aid departments in 14 (77.8%); on the other hand, control centers and headquarters were established in only 3 of the private hospitals (8.1%), security, guiding and social aid services in 2 (5.4%), fire and first aid departments in 7 (18.9%) and rescue departments in 4 (10.8%). It was also determined that only 10 of hospitals included in the study (18.2%) had emergency and 4 (7.3%) had shelter protocols when the collaboration possibilities of hospitals with their neighboring institutions for extraordinary circumstances were examined. Conclusion: It was seen that the concept of civil defense was not given importance in both state and private hospitals and there were some deficiencies in the organizations that ought to be collaborated with the coordinator institutions. Considering that the hospitals undertake important tasks both in normal daily living and under extraordinary circumstances and should absolutely be at the service under all conditions, the existing civil defense organizations in hospitals should be revised carefully

Amaç: Bu çal›flma, ‹stanbul’da özel ve resmi statüde hizmet veren hastanelerde sivil savunma profillerini tespit etmek, olas› ola¤an d›fl› durumlarda ilk ve acil yard›m organizasyonuna katk›da bulunmak amac› ile planlanm›flt›r. Gereç ve yöntem: ‹stanbul’da yatakl› sa¤l›k kurulufllar›n›n statüsüne göre basit rastlant›sal örnekleme yöntemi ile %30 oran›nda bir örnekleme yap›ld›. Onsekiz resmi ve 37 özel olmak üzere toplam 55 hastane çal› flma kapsam›na al›nd› . Bulgular: Çal›flma kapsam›na al›nan 55 hastaneden 41’inde (%74,5) sivil savunma hizmetleri için bir sivil savunma amiri görevlendirilmifltir. Sa¤l›k kuruluflunun statüsüne göre oluflturulan sivil savunma servisleri de¤erlendirildi¤ inde, 18 resmi kurulufltan 11’ inde (%61,1) kontrol merkezi ve karargah, 12’sinde (%66,7) emniyet ve k›lavuz, 13’ünde (%72,2) itfaiye, sosyal yard›m ve teknik onar›m, 14’ünde (%77,8) kurtarma ve ilk yard›m servislerinin oluflturuldu¤u, 37 özel yatakl› tedavi kurumundan sadece 3’ünde (%8,1) kontrol merkezi ve karargah, 2’ sinde (%5,4) emniyet ve k›lavuz ve sosyal yard›m, 7’ sinde (%18,9) itfaiye ve ilk yard›m, 4’ ünde ise (%10,8) kurtarma servislerinin oluflturuldu¤u tespit edilmifltir. Sa¤l›k kuruluflunun statüsüne göre ola¤an d›fl› haller için komflu sa¤l›k kurumlar› ile yap›lan iflbirli¤i çal›flmalar› incelendi¤inde, çal›flma kapsam›na al›nan kurulufllardan sadece 10’unda (%18,2) acil durum, 4 ‘ünde (%7,3) ise s›¤›nak protokolü yap›ld›¤› belirlenmifltir. Sonuç: ‹stanbul’da resmi ve özel hastanelerde, kurum içinde sivil savunmaya gereken önemin verilmedi¤i, bunun yan› s›ra koordinatör kurulufl ile de yap›lmas› gereken organizasyonlarda da birtak›m eksikliklerin oldu¤u görülmüfltür. Normal günlük yaflamda ve ola¤an d›fl› durumlarda önemli bir görev üstlenen hastanelerin, olas› ola¤an d›- fl› durumlarda mutlaka ayakta kalmas› gerekti¤i göz önüne al›n›rsa, yatakl› tedavi kurumlar›nda mevcut sivil savunma organizasyonunun yeniden gözden geçirilmesinde fayda vard›r .
