Abstract (2. Language): 
The principle of measuring for competence, rather than intelligence, was first introduced by David McClelland in the 1970s. In its present form, competency measurement is a method of evaluating employees' ability to perform key parts or competencies of their jobs. Competency evaluation can be a powerful tool for strategic performance management, career advancement and succession planning. The aim of this article is to explain competency management as per­formance management tools and pay programs from human resources management perspective.

Yetkinliklere dayalı insan kaynaklan yönetimi çağdaş işletmecilik anlayışının bir yansı­masıdır. Günümüzde yetkinlikler çalışanların bireysel düzeyde ve takım içindeki vasıflarına ilişkin önemli bir veri kaynağı niteliğindedir. Bu veri, insan kaynaklan yönetimi tarafından işe alma, eğitim, performans değerlendirme, kariyer geliştirme ve işten çıkarma kararlarında önem­li bir kriter konumdadır. Bu makalenin amacı yetkinlik kavramını tanımlamak, yetkililik pro­gramlarım açıklamak ve yetkinliklere dayalı performans ve ücret stratejilerini analiz etmektir
