Abstract (2. Language):
In this paper we have to elaborate the notion that "politics matter" even in. the field of new social movements. In stressing the importance of conventional politics for movement politics, we have implicitly taken issue with the mainstream of new social movement analysis in Western Europe with compared with that of Turkey's case. There is which aspects of social cultural and legal changes are central to the understanding of the evolution of New Social Movement mobilization. The interaction between new social movements and civil society is likely to be crucial aspect of the search for a new order in Europe and as well in Turkey too. An important problem that has to be explored for Turkey is - whether or not socio-economic changes in Turkey will alter the basis of political loyalifiesfor vertical to horizontal solidarities. In our view social, cultural and legal changes only become relevant for the mobilization of new social movement to the extent that they are mediated by politics.

Bu çalışma geleneksel ve hukuksal yapıların toplumsal hareketler üzerindeki etkisi hakkında bir değerlendirmeyi içermektedir. Yazıda Avrupa'da varolan geleneksel siyasa! kültürün ve hukuki yapının gelişen toplumsal hareketler üzerindeki olumlu etkisine değinilmektedir. Diğer taraftan Türkiye açısından bakıldığında ise, durumun oldukça farklı olduğu gözükmektedir. Gerek siyasal kültür gerekse hukuki düzenlemeler toplumsal hareketlerin gelişme koşullarının oldukça gerisindedir. Türkiye'de devlet/toplumsal hareketler ekseninde kültürel bir zaaf olduğu gözükmektedir. Bu kültürel zaafı yasal düzenlemelerin de pekiştirdiği açıktır. Bu nedenle devlet davranışının ve sivil toplumun olgunlaşması için yasaların demokratikleşmesi ve kurumsallaşması gerekmektedir.
