Increase of social policy problems together with globalization process, and failures in solution bring new quests on the agenda. Two basic concepts come forward, while the amounting of social policy problems like unemployment, poverty and inequality to levels unobserved before. These are social policy and social capital. Social capital can play an important role especially in maintenance of social development. Social capital which is generally defined as a network of cooperation, confidence and relations between individuals and groups making up the society rather than as economic and technological values is used in the solution of social problems and in social development. The importance of social capital for less developed countries is ever-increasing.

Sosyal politika ve sosyal sermaye arasındaki ilişki her ikisinin toplumsal kalkınmayı gerçekleştirme hedefine yönelmeleri açısından önemlidir. Bu Özelliği ile sosyal sermaye sosyal politika açısından önemli bir işlevi yerine getirmektedir. Günümüzde sosyal sermaye sosyal politikaların uygulanma aşamasında büyük kolaylıklar sağlamakladır. Bu yüzden azgelişmiş ülkelerin sosyal sorunlarının çözümünde sosyal sermayeden faydalanmaya yönelik programlar uygulamaya sokulmaktadır. Özellikle Dünya Bankası tarafından desteklenen bu programların amacı yoksulluğun yok edilmesi, gelir dağılımının düzenlenmesi ve. sosyal kalkınmanın gerçekleştirilmesi hedefine yöneliktir.
