Evolution of information and communication technology has affected, economic, social, political and cultural structure and led to emergence of a new social structure. National economies have entered an era of globalization which goes beyond national borders by technological developments. Information and communication technologies became cheaper since technological developments triggered increase in competition. The products and services reached a larger audience by the development of information and communication technologies. Technologies of information society are capable of influencing the economy entirely, thus the investment in information and communications technologies will be effectual on the whole economy. In this respect, the study first deals with process of the EU information policy and development of information and communication technologies in EU countries. Then economic effects of IT sector on the EU countries are discussed.

Bilgi ve iletişim teknolojilerinin gelişimi, ekonomik, sosyal, politik ve kültürel yapıyı etkilemiş, bu etkileşim yeni bir toplumsal yapının ortaya çıkmasına neden olmuştur. Teknolojik gelişmelerle ulusal ekonomiler ulusal sınırları aşan bir küreselleşme dönemine girmiştir. Teknolojik gelişmeler rekabeti arttırarak, bilgi ve iletişim teknolojilerinin giderek ucuzlamasına neden olmuştur. Bilgi ve iletişim teknolojilerinin gelişimi ile ürün ve hizmetler daha büyük kitlelere ulaşmıştır. Bilgi toplumu teknolojileri, ekonomiyi bütünüyle etkileme özelliğine sahiptir, bu nedenle enformasyon ve iletişim teknolojilerine yapılan yatırımlar, ekonominin bütünü üzerinde etkilidir. Bu doğrultuda çalışmada öncelikle Avrupa Birliği’nde (AB) bilişim politikası süreci ve AB ülkelerinde bilgi ve iletişim teknolojilerinin gelişimi açıklanacak, daha sonra ise bilişim sektörünün AB ülkeleri üzerindeki ekonomik etkileri üzerinde durulacaktır.
