Abstract (2. Language):
Public expenditures (borrowing) affect economic growth in the endogenous growth models distinct from neo-classical model. In this paper, the relationship between the public borrowing process and economic growth is examined from the point of Barro-Lucas view. In the Barro-Lucas Model, according to public authority purpose, public expenditure/borrowing process can affect economic growth positively or negatively. The paper intends to search that how the borrowing preference of the public authority affects the economic growth in Turkey for the period of 1990-2003. Although a negative oriented relationship is found between the public borrowing process and private sector investments, a proper result on Barro-Lucas Model can not be statistically found between the public borrowing and the economic growth in the results of applied tests.

Neoklasik büyüme modelinden farklı olarak içsel büyüme modellerinde kamu harcamaları (borçlanması) büyümeyi etkilemektedir. Bu makalede, Barro-Lucas bakış açısıyla kamu borçlanma süreci ile büyüme arasındaki ilişki irdelenmiştir. Barro-Lucas modelinde kamu otoritesinin amaçlarına göre kamu harcama / borçlanma süreci büyümeyi pozitif veya negatif etkileyebilmektedir. Makalenin amacı, Türkiye’de kamu otoritesinin borçlanma tercihinin büyüme üzerindeki etkisinin ne yönde olacağını 1990-2003 dönemi için araştırmaktır. Yapılan testler sonucu kamu borçlanma süreci ile özel sektör yatırımları arasında negatif yönlü bir ilişki bulunurken, kamu borçlanması ile büyüme arasında istatistiksel açıdan Barro-Lucas modeline uygun bir sonuç bulunamamıştır.
