The historical bases of the subsidiarity princ iple are examined in this paper. Its objective is to demonstrate that concepts used before the development of centralized modern state could elucidate some problems emerging by the pluralization of power centers. In this context, the subsidiarity principle previses that political and economic decisions be taken at the nearest level for the benefit of the citizens. This principle fac ilitates to find a solution to competence sharing problems. Firstly, social organization envisaged by Althus ius and the subsidiarity idea in this organization has been analyzed. Then the role of church in the maturation of the concept has been examined. Finally, the repercussions of these historical bases on the modern system have been discussed.

Makalede, Avrupa anayasal düzeninin bir parçasi olan yerindenlik1 ilkesinin tarihsel kökenler i arastirilmaktadir. Amaç, merkezi devlet anlayisinin yaygin olarak kendini kabul ettirmesinden önce yapilan tartismalarin ve kullani lan kavramlarin, iktidar merkezlerinin çogullastigi günümüzdeki sorunlara isik tutabilecegini göstermektir. Bu baglamda ele alinan yerindenlik ilkes i, siyasal ya da iktisadî kararlarin, yurttaslara en yakin seviyede alinmasini öngörmektedir. Bu anlayis, çesitli yönetim kademeleri arasinda, yetki bölüsümünün nasil yapilacagi sorusunun yanitini kolaylastirmaktadir. Makalede, özellikle Avrupa Birligi çerçevesinde önemli tartismalara neden olan bu ilkenin öncellikle Althus ius’un öngördügü toplumsal örgütlenme anlayisindaki yeri ele alinmaktadir. Daha sonra, kilisenin yerindenlik ilkes inin gelis imindeki yeri irdelenerek modern siyasal s istemlerdeki yansimalari degerlendirilmektedir.
