Abstract (2. Language):
This study aims to analyses the new social policy directions of the ruling Justice and Development
Party (JDP). JDP which gained the power in the 2002 general election won also the 2007 general
elections and the 2009 local elections overwhelmingly. It is known that workers, wage-owners,
peasants and the poor give important support to this party. At the beginning, it sounds strange that
on the one hand the party has market-friendly and market-society approach and on the other hand
it gains support from those who are victims of the market-friendly policy. JDP executes not only
conventional social policy tools but also focuses on new kind social policy. Main features of this social policy are conservatism, philanthropy and charity. They have attracted electors who were
ruined by market-oriented policies. Moreover, these aid mechanisms are irregular, and they can be
open to malpractices and political corruption. Finally, they may create clientelistic relations
between c itizens and the power.

Bu çalisma, Adalet ve Kalkinma Partis i’nin (AKP) sosyal politikasinin yeni özelliklerini ele
almayi amaç lamaktadir. 2002 yilinda yüksek bir oy oraniyla tek basina iktidara gelen AKP 2007
genel seçimlerinde ve 2009 yerel seçimlerinde de yüksek bir oy oraniyla iktidarini korudu.
Isçilerin, ücretlilerin, köylülerin ve yoksullarin AKP’ye önemli bir destek verdigi biliniyor. Piyasa
dostu bir programa sahip bir partinin ve “piyasa toplumu” hedefine sahip bir hükümetin
yoksullardan aldigi bu destek ilk bakista sasirticidir ve incelenmeye degerdir. AKP klasik sosyal
politika araç larini kullanmakla birlikte yeni tarz bir sosyal politika izlemektedir. Muhafazakâr,
hayirsever ve yardimsever özellikler tasiyan bu sosyal politika önemli bir seçmen kitlesini
cezbetmektedir. Dahasi düzensiz, hak niteligi tasimayan ve siyasal etkiye açik yardim
mekanizmalari kliyentalist sonuçlar dogurmaktadir.
