At the end of the World War I, the leaders of the Committee of Union and Progress had fled the country and this triggered off a strong reaction in public opinion. Starting from the Constitutional Period, the reaction of the circles opposing the Committee of Union and Progress had been, as can readily be guessed, quite strong. However, this article does not attempt to determine the reaction of these opposing circles but the reaction and changes within the Committee of Union and Progress itself. For this reason, the decisions made at the last Congress and their effects on the press supporting the Turkish National Movement have been the point of discussion in this article.

İttihat ve Terakki Fırkası liderleri, I. Dünya Savaşı sonunda yurt dışına kaçmışlar, onların bu kaçışı kamuoyunda büyük bir tepki yaratmıştır. Meşrutiyet döneminden itibaren İttihat ve Terakki Fırkası'na muhalif olan çevrelerin tepkisi, tahmin edilebileceği gibi çok sert olmuştur. Ancak, bu makalenin amacı, bu muhalif çevrelerin tepkisini değil, bizzat İttihat ve Terakki Fırkası içinde meydana gelen tepkileri ve değişimleri belirlemeye çalışmaktır. Bunun için de, İttihat ve Terakki Fırkası'nın son kongresinde alınan kararlar ve bu kararların Milli Mücadele yanlısı basındaki etkileri araştırma konusu yapılmıştır.
