Helping for families of conscript soldiers who are in need of help and support, has come to order with obligation of military service during the last Ottoman Empire Era. Before the Republican Era, this helping was in form of salary paid to family members from central government’s budget secured by military service law. During the Turkish War of Independence, this system was not carried on. During the Republican Era, this responsibility has been given to local authorities with a regulation by separate law. Developments and exercises related to regular helping to families of soldiers in need, have put the subject to a very different point as compared to beginning. Although the duties of municipalities in the subject continues, the helping is not executed in accordance due to revenues envisaged at the beginning are not collected.

Osmanlı İmparatorluğu’nun son döneminde askerlik hizmetinin zorunlu hale gelmesiyle birlikte, silâh altına alınanlardan, aileleri yardım ve desteğe muhtaç duruma düşenlere yardım yapılması gündeme gelmişti. Bu yardım Cumhuriyet öncesinde, merkezi hükümet bütçesinden, aile fertlerine belli bir maaş verilmesi şeklinde, askerlik kanunları içerisinde düzenlenmişti. İstiklal Harbi sırasında sistem sürdürülememişti. Cumhuriyet döneminde ayrı bir kanunla düzenleme yapılarak konuyla ilgili sorumluluk mahalli idarelere devredilmiştir. Muhtaç asker ailelerine düzenli olarak yardım yapılması hususunda mevzuat ve uygulamayla ilgili gelişmeler konuyu başlangıçtan oldukça farklı bir noktaya getirmiştir. Belediyelerin konu ile ilgili görevleri devam etmekle birlikte, yardım için başlangıçta öngörülen gelir kalemlerinden hiçbir tahsilât yapılmadığından yardım da gereğine uygun yerine getirilememektedir.
