İbrahim Hakkı Bey is appointed to the governor of İzmit in the most troubled period of Turkish National Movement. He played an important role against the Kuva-yı Milliye, Merely, in the course of time he disagreed with the government of İstanbul. Even as, according to the Ministry of the Interior his activities was injuring the honor of the government.

Millî Mücadele'nin en kritik döneminde Damat Ferit Paşa tarafından İzmit gibi stratejik bir mevkiye tayin edilen İbrahim Hakkı Bey'in faaliyetleri bu çalışmaya konu olmuştur. Damat Ferit Paşa hükümetinin Kuva-yı Milliye'ye karşı giriştiği mücadelede önemli bir rol oynamış, ancak zamanla İstanbul hükümetine de cephe almıştır. Nitekim İbrahim Hakkı Bey'in icraatı, Dahiliye Nezareti'nin tabiriyle hükümetin haysiyetini kırar hale gelmiştir.
