Abstract (2. Language):
The aim of this study is to introduce the position of governership within the
administrative system in France. In this context, from its first emerge till today, how did
the governership maintains its existence within the administrative system, has been
explained. Governorship’s harmony with various political regimes in historical process
has been analyzed, by examining governmental philosophy that has revealed the
institution. At the present time, findings about the position of governers within the
administrative system have been reviewed from both legal and administrative aspects,
and observations have been made about this institution’s importance.

Çalışmanın amacı Fransa’da valilik kurumunun idari sistem içindeki konumunu
ortaya koymaktır. Bu kapsamda ortaya çıkışından günümüze kadar valilik kurumunun
idari sistem içerisinde gelişimi açıklanmıştır. Valilik kurumunu ortaya çıkaran idari
felsefe incelenerek bu kurumun tarihsel süreç içerisinde farklı siyasal rejimlerle
gösterdiği uyum analiz edilmiştir. Günümüzde hukuki ve yönetsel açıdan valilerin idari
sistemdeki konumuna ilişkin bulgular değerlendirilmiş ve bu kurumun önemine ilişkin
tespitler yapılmıştır.
