The main aim of this article is to examine the relationship between military effectiveness and Civil-Military Cooperation (CIMIC) practices, getting more and more widespread with the end of the Cold War. CIMIC practices, which have maintained their presence ever since 2nd World War, have gained impetus for the last two decades as a result of radical transformation in the role of civilians on the theather of operations. Thus, the planners aiming at reaching end state by means of as minimum input as possible have began to exploit CIMIC that is part of non-kinetic elements as a force multiplier. This article, from this point forth, examines the relationship between CIMIC and military effectiveness by means of a model and based upon Bosnia, Kosovo, and Afghanistan case studies. The main thesis of the article is that: CIMIC practices have positive contributions upon military effectiveness provided they are well-planned and executed in a coordinated manner.

Bu makalenin amacı, Soğuk Savaş’ın sona ermesi ile birlikte giderek yaygınlaşan Sivil-Asker İşbirliği (SAİ) uygulamalarının askerî etkililik ile ilişkisini incelemektir. İkinci Dünya Savaşı’ndan bu yana varlığını sürdüren SAİ uygulamaları, sivillerin harekât ortamındaki rollerinde yaşanan köklü dönüşümün etkisiyle özellikle son 20 yılda ağırlığını artırmıştır. Böylece mümkün olan asgari girdi ile istenen son duruma ulaşmayı hedefleyen planlamacılar, kinetik olmayan unsurlar arasında yer alan SAİ uygulamalarından bir kuvvet çarpanı olarak istifade etmeye başlamışlardır. Makalede bu süreçten hareketle SAİ uygulamalarının askerî etkililik ile ilişkisi, geliştirilen model üzerinden ve Bosna-Hersek, Kosova ve Afganistan örnek olayları temelinde irdelenmiştir. Makalenin temel savı, iyi planlanan ve koordineli şekilde icra edilen SAİ uygulamalarının askerî etkililik düzeyine olumlu katkı sağladığıdır.
