Reforms targeted to make an alteration and transformation in the basic structure of the Soviet Union are in the quality of reconfiguring the social structure, inner policy and economy. Alterations and configurations in the domestic policy has also an effect on foreign policy . The aim of this study is to analyze the political, economic and sociocultural atmosphere in the extent of the reforms that the Russia is situated after the USSR period and to realize a thorough analysis of the course directing and figuring the Russian thought in this period. The general condition of Russia in the pre-Gorbachev era and the characteristics and effects of the reforms exercised during the Gorbachev era are analyzed. Consequences of these reforms in the domestic and foreign policy are interpreted.

Sovyetler Birliği’nin temel yapısında değişimi ve dönüşümü hedefleyen reformlar iç politikada sosyal yapı ve ekonomiyi yeniden yapılandırıcı niteliktedir. İç politikadaki değişiklikler ve yapılandırmalar da dış politika üzerinde etki etmektedir. Bu çalışmanın amacı, SSCB sonrası dönemde Rusya'nın içine girmiş bulunduğu siyasi, ekonomik ve sosyokültürel atmosferin reformlar kapsamında incelenmesi ve bu dönemde Rus düşüncesini yönlendiren ve şekillendiren sürece dair daha derinlemesine bir analizin gerçekleştirilmesidir. Çalışmada Gorbaçov öncesi dönemde Rusya’nın genel durumunu ve Gorbaçov dönemi uygulanan reformların özellikleri ve etkileri analiz edilmiştir. Reformların iç ve dış politikadaki sonuçlarını değerlendirilmiştir.
