Abstract (2. Language):
In the beginning of the WWI, extensive spying activities
were done in The Black Sea. Those were wireless-telegram
and military elements rolling up to the coasts that obtained
intelligence. The aim of those activities was to be informed
about fleet of Ottoman and interrupting way of reinforcement.
On the other hand, precautions were taken by
Ottoman Government to prevent subject of Entente Powers
that would likely join to the spying activities. Within
this context the subject of Allied were sent to inside places
of Anatolia. Thus detrimental activities against the state
were tried to prevent by the Ottoman Government. While
those precautions were taken, in the war environment,
The Ottoman had exerted about protecting human rights
possibly.

Savaşın başlarında Karadeniz’de yoğun casusluk faaliyetleri
gerçekleştirilmiştir. Bunlar telsiz telgraf ve sahillere yanaşan
askeri unsurların istihbarat toplamaları şeklinde
olmuştur. Tüm bu faaliyetlerin amacı Karadeniz’deki Osmanlı
donamasının hareketlerinden haberdar olmak, ordunun
ikmal yollarını sekteye uğratmaktı. Diğer taraftan
düvel-i muhasama tebaasının da bu casusluk faaliyetlerine
paralel katılımını engellemek için tedbirler alınmıştır. Bu
kapsamda düvel-i muhasama tebaası Anadolu’nun iç kısımlarına
gönderilerek muhtemel devlet aleyhine yapabilecekleri
zararlı faaliyetlerin önüne geçilmeye çalışılmıştır.
Tüm bu önlemler alınırken savaş ortamında Osmanlı Devleti’nin
insan hak ve hukukunun gözetilmesine gayret sarf
ettiği gözlenmiştir.
