Abstract (2. Language):
Leaving off the Soviet identity of the Union of Soviet Socialist Republics (USSR) but pursuing to hold its flag of the "realpolitik" and the leadership, Russia continues utterly to exist in the region of the Central Asia constituted of the republics which had obtained their independence after 1991 and transformed into a state-nation identity far away from the soviet republic identity. In the international system transformed from the bipolar power conception's to the unipolar system, even if Russia still let the USA capture the world leadership, its force and power continue in the Central Asia, on the contrary. However, the influence of this force had been supported not only from the political and economical powers of Russia in the region but at the same times from the internal dynamics of the ex-Soviet republics. Even today, the elites or establishments of the region that had been
russianized under the name of the sovietization since 1917 give importance to the Russian balance in their relationships with the other countries. While Russia, using very well this advantage needs the Central Asia in the framework of the common interests aiming to its geopolitical security and economical future, the elite structures of the countries of the Central Asia also need Russia guarantee's. Today, the Central Asia countries obtained their national independence; however, we ought to know that independence does not mean a full sovereignty.Abstract (Original Language):
Sovyet Birliği'nin Sovyet kimliğini terk eden ancak onun reel politika ve liderlik ideolojisi bayrağını devam ettiren Rusya'nın, 1991 sonrası bağımsızlığına kavuşarak Sovyet cumhuriyeti kimliğinden ulus-devlet kimliğine dönüşmüş cumhuriyetlerden oluşan Orta-Asya bölgesi içinde günümüzde varlığını etkin bir şekilde sürdürmeye devam etmektedir. İki başlı güç algılamasından, tek başlı güç algılamasına dönüşen uluslararası sistem içinde dünya liderliği Amerika Birleşik Devletleri'ne kaptırmış gibi görünen Rusya Federasyon'un Orta-Asya'daki gücü ve liderliği aksine devam etmektedir. Ancak bu gücün etkinliği sadece Rusya'nın bölgedeki siyasi ve ekonomik gücünden ileri gelmeyip aynı zamanda da, bu eski Sovyet cumhuriyetlerinin iç dinamikleri tarafından da desteklenmektedir. 1917 yılından itibaren Sovyetleştirilme adı altında Ruslaştırılan bu bölge elitleri bugün dahi, diğer ülkeler ile olan açılımlarında Rusya dengesine önem vermektedirler. Bu avantajı çok iyi kullanan Rusya'nın kendi jeopolitik güvenliği ve ekonomik geleceğinde ortak çıkarlar açısından Orta-Asya'ya ihtiyacı olduğu gibi, Orta-Asya ülkelerinin elit yapısının da Rusya'nın güvencesine ihtiyacı bulunmaktadır. Bugün, Orta-Asya ülkeleri bağımsızlıklarını elde etmişlerdir ancak her bağımsızlık egemenliğin kazanılmasını ifade etmemektedir.
