Universal Periodic Review (UPR) has been introduced through the General Assembly Resolution 60/251 into the United Nations’ system of human rights protection as a new mechanism within the scope of the UN reform. UPR is undertaken by the Human Rights Council which was established in replacement of the Commission on Human Rights (CHR) by the aforementioned resolution. Considering the prime motive in the creation of the Human Rights Council is to strengthen the system of human rights protection and promotion, the structure and functions of the Council are briefly examined. In this context, the article emphasizes the counter-measures within the rules of formation and membership adopted in order to prevent the negative experiences the CHR encountered. The article proceeds with the explanation of the Universal Periodic Review process which provides a complete review of human rights practices in all UN Member States. The review of Turkey was held during the eighth session of UPR reviews from 3 to 14 May 2010. The key subjects and arguments that emerged throughout the review and reported in the Final Outcome as a general record of Turkey’s human rights practices from the UPR perspective are highlighted. So as to conclude with an overall evaluation of UPR under the framework of the UN reform activities, the article reflects on the criticisms towards the structures of the HRC and UPR as well as towards the correlation with other UN protection mechanisms.

Evrensel Periyodik Gözden Geçirme usulü; Birleşmiş Milletler reform hareketleri çerçevesinde 60/251 sayılı BM Genel Kurulu Kararı ile insan haklarına ilişkin denetim usullerine eklenmiş bir mekanizmadır. Bu yeni usul, söz konusu BM Genel Kurul kararı ile İnsan Hakları Komisyonu’nun yerini almak üzere kurulan İnsan Hakları Konseyi tarafından yürütülmektedir. Konsey’in kurulmasındaki asıl amacın BM insan haklarının korunması sistemini güçlendirmek olduğu göz önüne alınarak, çalışmada öncelikle İnsan Hakları Konseyi’nin yapısı ve görevleri kısaca incelenmiş ve bu kapsamda özellikle Konsey’in oluşumu ve üye seçiminde Komisyon dönemindeki olumsuzlukların tekrarını önlemek için hayata geçirilen tedbirlerin altı çizilmiştir. Çalışmanın devamında; BM üyesi tüm devletlerin, insan haklarına ilişkin uygulamalarının tamamının incelenmesini ifade eden bir usul olan EPGG’nin işleyişi açıklanmıştır. Türkiye, 3–14 Mayıs 2010 tarihleri arasındaki sekizinci oturum kapsamında EPGG incelemesine tabi tutulan devletlerdendir. Bu inceleme esnasında ve inceleme sonunda ortaya konan Nihai Rapor’da öne çıkan hususlar, Türkiye’deki insan hakları uygulamalarının EPGG perspektifinden genel bir karnesi olarak sıralanmıştır. EPGG usulünün BM reform hareketleri kapsamında konumlandırılması amacıyla, çalışmada Konsey’in ve EPGG’nin yapısına ilişkin eleştiriler ile EPGG usulünün BM sistemindeki diğer denetim usulleriyle ilişkisine yönelik eleştiriler de genel olarak değerlendirilmiştir.
