Abstract (2. Language):
As part of the regional development efforts that have gained momentum in the harmonization process of the European Union, development agencies were established in 2006 in two pilot regions and in 2009 the establishment process was completed in 26 NUTS II regions. But; Development agencies have been discussed politically with predominantly thinkers who will drive federalism in the country, which will provoke the ideologies of separatist regionalism since its day in Turkey; Analysis of the development agencies’ legal status, structure of their organs, how they can reach their goals, financial and human resources, as well as the technical dimension for more functionality have not been done much. This has led to the fact that development agencies have not been able to provide any kind of service at any level since their establishment and that their problems have become chronic. One of these problems is the local platforms that have been transformed into dysfunctional, ineffective, and less participatory meetings, as a result of the supposed development councils reflected by the governance principle. This study focuses on the Development Board of the Izmir Development Agency, one of the two pilot development agencies; Qualitative research method is used in social sciences. With this study, it is aimed to direct the policy makers in the future.

Avrupa Birliği’ne uyum sürecinde ivme kazanan bölgesel kalkınma çalışmaları kapsamında 2006 tarihinde kalkınma ajansları iki pilot bölgede kurulmuş ve 2009 tarihinde 26 Düzey 2 bölgesinde kuruluş süreçleri tamamlanmıştır. Ancak; kalkınma ajansları, Türkiye’de gündeme geldiğinden bu yana ayrılıkçı bölgecilik ideolojilerini tahrik edecek, ülkede federalizme götürecek bir yapı olacak düşünceleriyle ağırlıklı olarak politik veçhesiyle tartışılmış olup; kalkınma ajanslarının yasal statüsü, organlarının yapısı, hedeflerine nasıl ulaşabileceği, mali ve insan kaynakları gibi daha çok işlevselliğine yönelik teknik boyutla birlikte analiz pek yapılamamıştır. Bu durum kalkınma ajanslarının, kuruluşlarından bu yana bir türlü istenilen düzeyde hizmet sunamamasına ve sorunlarının kronikleşmeye başlamasına yol açmıştır. Bu sorunlardan biri de yönetişim ilkesinin yansıdığı varsayılan kalkınma kurullarının bu haliyle işlevsiz, etkin olmayan az katılımlı toplantılara dönüşmüş yerel platformlar olmasıdır. Bu çalışmada, iki pilot kalkınma ajansından biri olan İzmir Kalkınma Ajansının Kalkınma Kurulu üzerine odaklanılmış olup; sosyal bilimlerde nitel araştırma yöntemi kullanılmıştır. Bu çalışma ile ileride siyasa belirleyicilere yön gösterilmesi amaç edinilmiştir.
