Abstract (2. Language): 
Economic growth is the primary goal of almost every economy. Although there are certain differences between the structural characteristics of the countries and the economic policies there are the effects of public expenditures and tax on economic growth in every economy. Undoubtedly tax revenues are the most important item in the financing of public expenditures which have an incentive to encourage economic growth. Theoretically the increase in tax revenues in the multiplier mechanism affects economic growth negatively while the increase in public expenditures affects the economic growth positively. The main aim of the study is to test whether these interactions are present applied politics after the 1980s in Turkey. The relationship between public expenditures tax revenues and economic growth in this study is examined by the Granger causality test for the period 1980-2015. As a result of the research economic growth and tax revenues are the cause of public expenditures whereas there is mutual causality relation between public expenditures and tax revenues.

Ekonomik büyüme hemen her ekonominin birincil amaçları içerisindedir. Ülkelerin yapısal özellikleri ve ekonomi politikaları birbirlerinden belirli farklılıklar içerse de kamu harcamaları ve vergilerin her ekonomide ekonomik büyümeye etkisi mevcuttur. Ekonomik büyümeye teşvik edici rolü olan kamu harcamalarının finansmanının en önemli kalemi ise şüphesiz vergi gelirleridir. Teorik olarak çarpan mekanizması içinde vergi gelirlerinde meydana gelen artışlar ekonomik büyümeyi olumsuz yönde etkilerken, kamu harcamalarında meydana gelen artışlar ekonomik büyümeyi olumlu yönde etkilemektedir. Çalışmanın temel amacı bu etkileşimlerin 1980 sonrası Türkiye’de uygulanan politikalarda mevcut olup olmadığını test etmektir. Bu çalışmada kamu harcamaları, vergi gelirleri ve ekonomik büyüme arasındaki ilişki, 1980-2015 yıllar arası dönem için Granger nedensellik testi ile incelenmiştir. Araştırma sonucunda, ekonomik büyüme ve vergi gelirleri, kamu harcamalarının nedeni iken, kamu harcamaları ve vergi gelirleri arasında karşılıklı nedensellik ilişkisi bulunmaktadır.
