This study emphasizes the role and importance of intelligence in combating terrorism and demonstrates the requirements of modern intelligence in combating terrorism. This article shows that the absolute success against terrorism requires strong intelligence capabilities and this should be done according to democratic frame work. This study also demonstrates the increasing threath from terrorists with their adaptation to the recent developments and try to give some advises on how good intelligence should be.

Bu çalısmanın amacı terörle mücadele için istihbaratın önemini vurgulayarak modern istihbaratın terörle mücadele için gereklerinin neler oldugunu ortaya çıkartabilmektir. Çalısma terörizmin gün geçtikçe artan tehdit boyutunu ortaya koyduktan sonra, terörle basarılı mücadele edebilmek için gerekli olan iyi istihbaratın nasıl olması gerektigine vurgu yapmaktadır. Çalısmada teröre karsı mutlak basarı için istihbarat kabiliyetlerinin arttırılması gerektigi vurgulanmıs, ancak bunu yaparken de temel hak ve özgürlüklere zarar vermeyecek bir yol izlenmesi gerektigi üzerinde durulmustur.
