E-Transformation Studies in Public Administration and Implications for Turkey

E-readiness studies conducted in global scale can be used by countries as good references for strategy and policy development on e-transformation. However, there are numerousstudies in the field and the methods and data resources used for those studies present major differences. Study results show that Turkey ranks in the second half of the countries covered in these studies. Especially in the studies carried out by the United Nations and by the World Economic Forum, Turkey experienced significant drops in rankings between 2003 and 2010, indicating that Turkey’s performance has been weak compared to other countries. In the scope of this paper, global e-Readiness and e-Government studies are analyzed and their results for Turkey are evaluated. The causes of Turkey’s weak performance are examined and corrective measures are identified for a better ranking. The issues to be improved are identified by taking into consideration the supranational e-transformation studies. Furthermore, in the conclusion section of the paper; practical and research-based implementation suggestions are developed for the managers and researchers of public administration.

Ülkelerin e-Dönüşüme ilişkin strateji ve politikalarını belirlemesi açısından uluslararası düzeyde yapılan araştırmalar iyi bir referans noktası teşkil edebilir. Ancak bu alanda çok sayıda araştırma mevcut olup araştırmalarda kullanılan yöntemler ile veri kaynakları önemli farklılıklar göstermektedir. e-Dönüşüm araştırma sonuçları, Türkiye’nin araştırmalara dahil edilen ülkelerin yarısından daha geride yer aldığını göstermektedir. Özellikle Birleşmiş Milletler ve Dünya Ekonomik Forumu endekslerinde Türkiye açısından 2003 ile 2010 yılları arasında önemli bir gerileme yaşandığı anlaşılmakta, bu da diğer ülkelere kıyasla Türkiye’nin performansının zayıfladığı anlamına gelmektedir. Bu makale kapsamında, küresel e-Hazırlık ve e- Devlet araştırmaları analiz edilmekte ve bu araştırmaların Türkiye sonuçları değerlendirilmektedir. Türkiye’nin zayıf performansının nedenleri incelenmekte ve daha iyi bir konumda yer alması için yapması gerekenler tespit edilmektedir. Türkiye adına iyileştirilmesi gereken hususlar uluslar arası araştırmalar ışığında ortaya çıkarılmış; ayrıca makalenin sonuç kısmında kamu yönetimi alanında idareci veya araştırmacı olarak çalışanlar için uygulamaya yönelik öneriler geliştirilmiştir.
