TJfficiency and effectiveness are of importance in management today. However, these JLjconcepts have a meaning in a more economic sense. Nevertheless, managing efficiency in especially public management is more concern because ali public services are provided through taxes collected from taxpayers. This makes the situation more complicated. From this point, public managers are supposed to be more responsible and accountable to the public while spending public resources. Thus, as efficiency and effectiveness are getting attention in the private sector today, they are also are supposed to receive relevant attention and care in the public sector. Although it is difficult to manage efficiency and effectiveness in the public sector, there is no other way public administration can go after. 7he poliçe organisations are not excluded from this. They are also supposed to care and use efficiently the public resources they are given. However, the security services by poliçe are not measured in economic terms because the service the poliçe provide is not competed by any other agency or department or company. This means there is no alternative. This makes the issue almost impossible to measure in terms of efficiency and effectiveness. Despite this fact, the poliçe services can be measured and efficiency can be provided by control, by measuring public content and similar ways. In this respect, the main role in managing efficiency and effectiveness lies with the poliçe managers.
