Terrorism is completely different from civil disobedience insofar as it considers every means legitimate in order to reach its political, religious or ideological goal and targets everything that it regards as an obstacle on its way to its goal by violence, intimidation and threat. However, terrorist organizations, which do not fail to use any social movement for their aims, are never indifferent to shifting civil disobedience movements towards their own ground. Whereas terrorism is an inhu-man action which is never, nowhere and in no way consistent with law, civil disobedience is an unlawful but a legitimate cali which opposes a specific, concrete, seri-ous and particular injustice publicly by taking political and legal responsibility with-out threatening the nature of the constitutional system, which is likely to give re-sults, which does not include any violence and which addresses the public con-sciousness with a sense of social justice.

Siyasî, dinî veya ideolojik amacına ulaşmak için her türlü aracı meşru gören, amacına giden yolda engel olarak gördüğü her şeyi hiçbir ayrım gözetmeksizin ölçüsüz ve kuralsız, şiddet, korku ve tehdit yöntemleriyle hedef alan terörizm, sivil itaatsizlikten tamamen farklıdır; ancak her türlü kitle ve toplumsal hareketleri a¬maçlan doğrultusunda kullanmayı ihmal etmeyen terör örgütleri sivil itaatsizlik eylemlerini de kendi amaç zeminine çekmekte ilgisiz kalmaz. Terörizm, hiçbir zaman, hiçbir yerde ve hiçbir şekilde hukuka uygunluğu ve meşruluğu olmayan insanlık dışı bir eylem; sivil itaatsizlik ise demokratik ve hukuksal bir sistemde, anayasal sisteminin özüne ve geneline dokunmaksızın belirli, somut, ciddî ve tekil haksızlığa karşı, kamuya açık ve alenî, siyasî ve hukukî sorumluluğun üstlenildiği, sonuç verme olasılığı yüksek, hiçbir şiddeti içermeyen ve toplumsal adalet anlayışı ile kamu vicdanına hitap eden yasa dışı meşru bir çağrıdır.
