Data Envelopment Analysis (DEA) is a well-known technique for efficiency analysis of business entities or organizations. In this study, relative efficiencies of 50 state universities in Turkey were measured using DEA for year of 2004 and made the budgets allocations of 2005 with respect to their performances. Efficiency in higher education is a significant issue in Turkey. In developed countries, universities are funded in order to their performances. Improving higher education in our country is also depending on this phenomenon. In this paper, budget allocation of 2004 obtained by the performance results is compared with the 2005 budget plan.

Veri Zarflama Analizi(VZA), bağõmsõz organizasyon veya işletme birimlerinin etkinlik analizinde iyi bilinen bir yöntemdir. Bu çalõşmada, Türkiye’deki 50 devlet üniversitesinin 2004 yõlõna ait göreli etkinlikleri VZA ile ölçülmüş ve performanslarõna göre 2005 yõlõ bütçe tahsisleri yapõlmõştõr. Türkiye’de yüksek öğrenimin etkinliği önemli bir sorundur. Gelişmiş ülkelerde üniversiteler performanslarõna göre finanse edilmektedirler. Ülkemizde de yüksek öğretimin gelişebilmesi büyük ölçüde buna bağlõdõr. Bu makalede üniversitelerin 2004 yõlõ performansõna göre yapõlan bütçe tahsisleri, 2005 yõlõ bütçe tasarõsõ ile karşõlaştõrõlmõştõr.
