Abstract (2. Language): 
Defense planning is not a policy itself that avails means to achieve ends, but a part of a national security concept aiming at affecting policy. Defense planners think about how to provide needed capacities to balance between organizing resources (human and material) and managing them under given strategic objectives and political risks. Resource-based planning aims at obtaining sustainable capability with a given budget. Upto now, planning has been started without resource constraint and during the prioritizing phase, budget limit has been introduced. It has been state-of-art for reserachers to study repercussion effects of defense planning on economy in the nations that suffer heavy defense budget. Increasing defense budgets, changing threats and international cooperation are the substantial effects that boom defense expenditures. Defense expenses paid off by social welfare are the main concern in the study. Within this context, the study aims at exploring how changes in defense planning reflect on defense expenditures, and then on national economy; also a holistic perspective has been laid out for defense planners.

Savunma planlamacıların temel görevi, belirli stratejik amaç ve politik tehditler altında, insan ve malzeme kaynaklarını organize etme ve yönetmeyi dengelemek için gerekli kapasiteleri sağlamaktır. Belirli bir bütçe içerisinde sürdürülebilir bir yetenek kazandırılması hedeflenmektedir. Bugüne kadar yapılan araştırma ve çalışmalarda, kaynak sıkıntısı olmadan planlamaya başlanmış ve önceliklendirme safhasında bütçe kısıtı devreye girmiştir. Savunmanın ağırlığını ekonomilerinde hafife alınmayacak derecede hisseden ülkelerde, savunma planlamasının ekonomik etkileri, araştırmacılar için gündemden düşmeyen bir çalışma alanı olmuştur. Artan savunma maliyetleri, değişen tehdit ortamı ve uluslararası iş birlikleri savunma harcamalarını artıran başlıca sebepler arasında sayılmaktadır. Toplumun refahından ödün verilerek ayrılan savunma harcamaları bu çalışmanın da odağını teşkil etmektedir. Bu çerçevede savunma planlama anlayışındaki değişikliklerin savunma harcamalarına, dolayısıyla ekonomiye etkisi araştırılmış ve ayrıca savunma planlamacılarına holistik bir bakış açısı sunulmaya çalışılmıştır.
