Abstract (2. Language):
Subcontracting ruins job security, puts pressure on the wages and weakens unionist moves. If unemployment is high and unregistered employment is prevalent, subcontracting creates a stronger base for exploitation. The employers' ambition to exploit the employees in parallel with the neo-liberal wave turns subcontracting into a game. The historical mistake which brings the employers and the employees into opposition is repeated. Although, at least, since the Second World War, employers have begun to be aware of their employees, presently, this is changing. Those, who are calculating to decrease their business risks over the future of their employees, are hypnotizing by covering their intentions with concepts like "social dialogue", "secure flexibility", "business committees" and "global competition". Strong contradictions develop together.
The acceleration of technological change requires the continuous support of employment. But, to make the labor market to act in accordance with change, does not require the weakening of employment security. The IMF, the World Bank, the European Union Commission and the labor market constructed by the neo-liberal theorists all involve mechanisms to trap the employees. At the end of the labyrinth, employees will find themselves face to face with insecurity. Regulations concerning flexible security either eliminate or minimize the social responsibility of employers towards employment. The increasing cost of policies and regulations which makes finding a job easier is imposed upon the public. Indeed, this is a real market-oriented solution: opportunities are for the employers and the costs are for the public. This article analyzes insecurity with all its dimensions.

Ta§eronla§tirma i§ guvencesini yok ediyor, ucretleri baski altina aliyor, sendikal hareketleri zayiflatiyor. i§sizlik duzeyi yuksek ve kayit di§ilik yaygin ise, ta§eronla§tirma daha yogun bir somuru yaratiyor. i§verenlerin neo-liberal dalgaya uyarak gali§anlari somurme hirsi ta§eronla§tirmayi bir oyuna donu§turuyor. i§verenlerle gali§anlan kar§it duruma getiren tarihi yanli§ tekrarlaniyor. Halbuki en azindan 2. Dunya Sava§i'ndan bu yana, i§verenler i§cilerini fark etmeye ba§lami§lardi. §imdi bir tersyuz olu§ gercekle§iyor. i§letme risklerini i§cilerin gelecegi uzerinden azaltma hesabi yapanlar, "sosyal diyalog", "guvenceli esneklik", "i§letme komiteleri", "kuresel rekabet" vb. makyajli kavramlarla orterek bir tur ipnotizma uyguluyorlar. Kuvvetli celi§kiler birlikte geli§iyor.
Teknolojik degi§imin ivmesi istihdam edilebilirligin surekli desteklenmesini gerektirmektedir. Ancak, i§gucu piyasalarini degi§ime uygun cevap verebilir hale getirmek icin hic de istihdam guvencesini zayiflatmak gerekmiyor. IMF, Dunya Bankasi, AB Komisyonu ve neo-liberal teorisyenlerin kurguladiklari i§gucu piyasasi, cali§anlan kapana kistirmaya yonelik mekanizmalar iceriyor. Labirentin sonunda i§ciler kendilerini guvencesizlikle yuz yuze bulacaklar. Guvenceli esneklik duzenlemeleri i§verenlerin istihdama ili§kin sosyal yukumluluklerini ortadan kaldiriyor veya en aza indiriyor; i§ bulmayi kolayla§tiracak duzenleme ve politikalarin artan maliyeti ise kamuya yukleniyor. Gercekten, tam piyasaci bir cozum soz konusu. Firsatlar i§verenlere, maliyet kamuya. Bu makale guvencesizligi tum bu boyutlari ile analiz etmektedir.
