Abstract (2. Language):
I was given the task here today to talk about the General Health Policy. In undertaking this task, I thought the topic of conversation for a long time. In one country, the General Health Policy is subject to many that the political parties in power, the political power of the authorized person within the Government and the Minister of Health of the Government shall determine. Other words, tes-bit, which is executed by the Ministry of Health National Health Policy. Look at the situation in those terms, I felt the difficulty as a member of a Government to talk about it. But the event approached from another angle, the Ministry have been in at the beginning of today, the population 1/3 'reputation, ie, carrying nearly 16 million contact, health care, thinking that this time, I felt obliged to talk about health care.
These two different point of view, as a doctor, I did this speech to accept yaklaşmaktansa event and want you to know I'd be more comfortable if you see me like this. Hasseten beg you, please accept this conversation simply doing as a doctor, go ahead.

Bugün burada bana Genel Sağlık Politikası konusunda konuşma görevi verildi. Bu görevi üstlenirken, konuşmanın konusu sebebiyle uzun uzun düşündüm. Bir ülkede, Genel Sağlık Politikasını pek tabiidir ki, Siyasi İktidarlar, o Siyasi İktidarın Hükümeti ve bu Hükümet içerisindeki en yetkili kişi olan Sağlık Bakanı tesbit eder. Başka bir tabirle, tes-bit edilmiş olan Milli Sağlık Politikasını Sağlık Bakanlığı yürütür. Olaya bu açıdan baktığımda, bu konuda konuşmanın bir Hükümet üyesi olarak zorluğunu hissettim. Ama olaya bir başka açıdan yaklaştığımda, bugün başında bulunduğum Bakanlığın, nüfusumuzun 1/3'üne, yani yaklaşık 16 milyon kişisine sağlık hizmeti götürmekte olduğunu düşünerek, bu defa sağlık konusunda konuşma mecburiyeti hissettim.
Bu iki değişik görüş açısından olaya yaklaşmaktansa bu konuşmayı bir doktor olarak yaptığımı kabul etmenizi ve beni böyle gördüğünüz takdirde daha rahat olacağımı bilmenizi isterim. Hasseten istirham ediyorum, bu konuşmayı sade bir doktor olarak yaptığımı lütfen kabul buyurun.
