Abstract (2. Language): 
It has become impossible for the central government to meet the social needs of the societies with globalization process in the world. Therefore, municipalities now have a mission of "social municipality". Social municipal services are defined as services provided by the central government, municipalities serving local communities in the direction of their financial forces. In this study, when social municipal understanding is examined in the context of examples of some countries in Europe, social responsibilities are mostly solved in France. In the UK, social benefits or services are only offered to the people who need it most. In Germany, benefits or benefits are only available to those who are found or found in the labor market. In Sweden, without exception, all individuals in the community benefit without exception. Applications that can be described as social municipalities in Turkey have been passed on to life after the 1970s and have increased since the 1990s. It appears that the level of service that can be described as social municipalism is low, not in a coverage that includes all disadvantaged segments. The study aims to contribute to the work of some European countries and other efforts to determine Turkey's social municipal understanding.

Dunyadaki kureselle§me sureciyle toplumlarin kar§ilanmasi gereken sosyal ihtiyaglari sadece merkezi yonetim tarafindan kar§ilanmasi artik imkansiz bir hale gelmi§tir. Bundan dolayi gunumuzde belediyelerin ustlenmi§ olduklari bir de "sosyal belediyecilik" misyonu vardir. Sosyal belediyecilik, merkezi idarenin yapmi§ oldugu hizmetleri, belediyelerin, kendi mali gugleri dogrultusunda yerel halka hizmet sunmasi olarak ifade edilmektedir. Bu gali§mada sosyal belediyecilik anlayi§i Avrupa'daki bazi ulke ornekleri baglaminda incelendiginde Fransa'da, sosyal sorumluluklar daha gok aile temelli olarak gozumlenir. ingiltere'de sosyal yardimlar ya da hizmetler sadece en fazla ihtiyaci olan bireylere sunulmaktadir. Almanya'da yardim ya da faydalar sadece emek piyasasinda bulunan ya da bulunmus. ki§ilere sunulur. isveg'te ise, hizmetlerden herhangi bir §art aranmaksizin, istisnasiz toplumdaki tum bireyler faydalanir. Turkiye'de sosyal belediyecilik olarak nitelendirilebilecek uygulamalar, 1970'lerden sonra hayata gegirilmeye ba§lami§ ve 1990'lardan sonra arti§a gegmi§tir. Sosyal belediyecilik olarak nitelendirilebilecek hizmet duzeyinin du§uk oldugu, tum dezavantajli kesimleri igeren bir kapsayicilikta olmadigi gorulmektedir. Qali§ma, Avrupa'daki bazi ulkelerin ve Turkiye'nin sosyal belediyecilik anlayi§inin belirlenmesine yonelik diger gali§malara katki saglamayi hedeflemektedir.
