Abstract (2. Language):
The aim of this study is to handle the embezzlement (corruption) claims stemmed from scial, political and economical policy of the Committee of Union and Progress and also took place in İstanbul Press drung the World War, I. This study also deals with the reasons and results of these embezzlement claims took place in the press and states that the mentioned claims had in relation whith the national economy policy and the statist economy policy of the Committee of Union and Progress.

Bu çalışmanın amacı, Birinci Dünya Savaşı yıllarında, İttihat ve Terakki yönetiminin toplumsal, siyasal ve ekonomik politikalarından kaynaklanan ve İstanbul basınında yer alan yolsuzluk iddialarını ele almaktır. Basına yansıyan yolsuzluk iddialarının, sebep ve sonuçları irdelenmiş; anılan iddiaların İttihat ve Terakki'nin uygulamaya çalıştığı "millî İktisat" politikası ve "devletçi ekonomi" anlayışlarıyla bağlantılı olduğu gösterilmeye çalışılmıştır.
