Mülk. sözcüğü 'ev, dükkan, arazi vb. taşınmaz mal' veya 'devletin egemenliği altında bulunan toprakların bütünü, ülke' anlamında kullanılmakla birlikte "Adalet mülkün temelidir" özdeyişinde mülk sözcüğü 'devlet' anlamında kullanılmıştır.
